whether accused can appear in proceeding u/s 156(3) before summoning.

The accused has no locus standi, he can not appear.

There is no procedure of summoning while hearing a petition seeking direction u/s 156(3)of cr.p.c.

Yes. In that petition accused will not be as a party. While being so its need not to sent notice to the accused person

Mr.Kumar,

You are motivating Mr.Tom for not getting married. It is good. Mr.Tom may become another Anna Hazare.

But, my basic query is whether Mr.Tom is already married are not. If he is already married, the society may miss him.

So, I invite Mr.Kumar to serve the society by not getting married, if not married already?
