33/7 redevelopment project under dcr mumbai

is it possible to implement 33/7 project on BPT land???

FACTS

*tenants are paying cess to MHADA
*the buiding is leased by BPT
*the building is prior to 1940 and dilapilated codition.

As the same is constructed prior to 1940 so there is permission for the implementation of 33/7.
