can 340 cr.p.c. application widraw?
if yes then how?

No, it can't be with drawn, as such offence is regarding the documents enshrined in the provisions of 195 Cr.P.C.
and such proceedings will be initiated by the concerned Civil Court just like 156(3) of Cr.P.C.such 340 Cr.P.C. provision clearly describing this.
