Right to vote and right to contest rwa elections

In case of joint ownership of any apartment, if only one voting right and one contesting right is given to one apartment for election of office bearers and as per Bye-Laws of RWA anyone has the voting rights, can one joint owner contest but does not vote and another joint owner vote but do not contest?

No. Only one member is eligible to vote or contest as a committee member.

The bylaws is very clear that the primary member can contest the election or the joint member being authorised by the primary member can cast the vote and contest the election, thus either of one only can do so.
