Builder not giving 'no dues' certificate before signing possession letter

(Querist) 10 November 2013 This query is : Resolved 
What I understand is that before/while we take possession, builder should give following documents:
Occupation certificate
'No dues' certificate
Power of attorney
Allotment letter

But the builder is saying to first sign the documents and then he will provide the documents through mail later.

Is this correct?

Secondly, is Allotment letter important if all financial transactions are already done?

if you paid all the amounts mentioned in agreement why are you worried .
take possession of your flat .
if there are any problems you can raise the issue with builder .

All documents are important. Get the documents vetted by some lawyer before signing any.

I am sorry for the ambiguity in my query.
We have the agreement and pay slabs documents. Now is the time for possession of flat.
Builder is asking to sign the possession letter first and only then he will later give No dues , OC and other documents.
