I need citations about the powers of Dist. Consumer Forum and State Commission to restore a complaint , which was dismissed for default .

Neither dist forum nor state commission can restore complain which is dismissed on default.
National commission only.has such power

Is there any citation ? Whether dismissed for default is an order ? since it was not adjudicated . I request you to go through Sec.14(1)(ii) of consumer protection regulation and advise me interpreting the same.

Thanks Mr. Singh for kind co-operation .In spite of your suggestions I shall expect more from you. I was not expecting citation to know validity of advice rather i was searching a citation for preparation of an article for larger interest of public.
