Abt the transfer procedure

Res Sir,
The flat is on my late fathers name. He died in 2009 but i have some loan that time now i full filled that and i want to transfer the flat on my mothers name. and i completed the registeration procedures for the same from registered office its transfer to my mother name after that i went to society secreatary and i give application to change the share certificate and the maintainance receipt on my mother name but he is not taking me seriously and he told me to bring the succession certificate from the court.
plz give me suggetion.

did your father leave any nomination . or any will ?
. who are the legal heirs of your father ?

No there is no any nomination or will.
Legal heirs are
My mother and myself my two sisters and one brother (We are 5 + 1 grandmother)
my one sister and brother are minor
and my fathers mother also alive but she stays with her daughter.
But we decide that when we'll sale this property that time if she is alive we'll give her share.

But i just want to know if this property is from my fathers own self investment that time my grandmother will not put any objection.

your grand mother is one of legal heirs . property cannot be transferred in your mother name without consent of other legal heirs
