Mr.Kumar,

Making a person an approver is the prerogative of the state. By being an approver a person ceases to be an accused, hence only in cases where a large number of people are involved and with the help of approver evidence the case can be brought home against the rest (this is normally done where evidence is lacking and if approver is not brought up it may entail acquittal).

Hence it's too circumstantial and would depend on the facts of the case/the role etc.
