Administrative transfer while request transfer is pending

Sir, I am working as Depot Material Superintendent (DMS) in southern railway stores department. I had been transferred to nearest depot unexpectedly based on purely my personal matters I presume, that too no written complaints against me. For that personal issue also I am having proof that its not my fault alone. But administration has not provide any details to me even orally till date on what clear basic real reason I had been transferred while my request transfer to some other area is pending for two years.I am not a senior or junior. I don't have any financial loss due to this transfer but I want to go to my request transfer area.I am straight forward and outstanding person in my department.I presume I had been transferred based on vengeance and humiliation against me because of my performances and also its a manipulated opportunistic order.I would like to know May I appeal against my administrative transfer in CAT. If it is possible then pl tell me the procedure for to do it. R.Murali / Chennai.

Yes, you can appeal in CAT if you can show that transfer was without an=y justification ans=d as a matter of punishment.

If your transfer is against the norms and rules then you can appeal in CAT

transfer is not unchallengeable unless bias and malice can be established.

Whether there are rules in your concern about the transfer of junior or senior most would be done in case of need.
You can approach CAT if any service condition / norm is violated.
