Adoption- passport step father name

if adoption is been done by natural father to natural mother and her husband ( in the event of second marriage to her) whther passport office will accept this process to include the step father name as original father.
now the girl age is 19 years is it possible to do adoption agreement in this age?
previously adoption is being done at the age of 11 years by natural mother to step father that has been accepted by 10th class and inter certificates. so we need to ratify the first adoption deed by natural father stating that he is having no objection? or
we need to do fresh adoption?please clarify, iam attaching adoption deed is it sufficient or not please let me know

The previous adoption if done, what is the necessity for fresh one?, If the previous one was not registered, the fresh one cannot be done linking that. Now it can be considered as fresh adoption only except for NOC aspect. If the biological father is not alive then the previous NOC can be considered otherwise the norms for fresh adoption for an adult to be taken as adoption is to observed as per the existing rules.
