our advocate office is attached with residence.Electricity people insiting us to change the Tariff as commercial.

It is not a commercial purpose. You can challenge it.

Generally EB takes into account of the fact that if the premises or the building is approved for commercial purpose, the tariff is fixed on commercial irrespective of the activity. I have come across even meditation centres constructed on residential building are charged by TNEB on commercial purpose, I could never challenge them.
