Can there advocates come together and start a firm and if so under what procedure and law the firm can be registerd?

you can form a partnership and register the same under the indian partnership act.

Now register your law associates under LLP(Limited Liability Partnership. Please visit www.llp.gov.in., and get more details.

Under both the provisions as mentioned above. Previously it used to be only under the indian partnership act.
