A person X has submitted an affidavite in Hon'ble High Court that he will hand over possession of an shop within next month, but he didn't do so. Later on he filed an writ in HC to cancel that affidavite. Is there any provision in law to cancel the affidavite.

This retracting of undertaking given to the Hon'ble Court would seem to attract the Provisions of 'PROMISSORY ESTOPPEL' besides of course the Contempt of the Court

If it is in form of consent term, before court, and accordingly Court Orders to do so, it is binding, otherwise, it only support you,not binding..
