AIIMS has filled the post without Advt (2 query)

In regards to my previous query, I just want to ask whether I should have to complaint to the Ministry of health too about the AIIMS who has filled the post without advt?
or whether I have to complaint Director of AIIMS in reagards to filling of the post through backdoor but he has already filed the reply affidavit in CAT in response to my O.A filed in year 2009
Presently I am not in job so I cannot make representation through proper channel to the Director of AIIMS in this regard

Depends upon the notified rules of recruitment by the AIIMS, which only can clarify whether the organisation could make direct recruitment without advertisement in papers.
I have already advised on your previous post to first check the rules of recruitment for the post and then decide.
However, your compaint to the Director AIIMS or the Minister may pass over the deaf ears, as both of them would be having knowledge or would have been instrumental in inducting the person in the organisation. So, it would be better to make complaint to the CVC. You can make complaint direct to the CVC.

Respected Sir,
I have checked the recruitment rules .only one rule prevail there which you can check from the irregularities there in regular dailies newspaper
My termination was one of the outcome
Any way sir, whether CVC can investigate about the irregularities in regards to service matter, I have heard that CVC only handles cases related to corruption. "In reagards to filling of the vacancy to one candidate definately money has been paid to the authorites who has moved the file to the competent Authority and its was not the role of one person behind this becuase they have this notion together they will and can make the differnce"
I have the checked the file notings and they have highlighted in such manner that the decison of the competent authority was right
Whether moving to CAT will solve the problem? or first I filed complaint to CVC and then MOVE TO CAT? Or both things simultaneously
