First All India Services (Conduct) Rules, 1968 is applicable to whom? Maharashtra Civil Services Conduct Rules override All India Services (Conduct) Rules, 1968 or vice – versa. In Short which rules will be the apex one notwithstanding anything contained in other rules?

Pls any judgement is there than that also give me.

You would have the department rules which specify which rule shall be applicable. Hence it would be better that you have a set of your department rules with you, before seeking a remedy for whatever.

There is no such thing as which rule shall have more authority. As earlier said, it all depends on which rule is sought to be applied by your department.
