Gramakantam land registration

Hello,
After my father died intestate, three brothers have divided their share equally and have constructed the respective portions, unfortunately all the three brothers have died and leaving behind their legal heirs. My father has gram panchayat signed document of only compound wall layout with couple of rooms in 1987, and nowhere on the document "Gramakantam" is mentioned. Recently in 2023 one of my sister-in law, one of the wives of the three brothers- got a land document from SRO for a higher area as "Gramakantam land" and made an agreement with builder to construct three floors with 60% of share to the builder who can sell the property. My question is- the existing property was demolished, and we are building new structure and have also encroached some open spaces- should we take LRS approval and Building approval from GHMC, what are the benefits of establishing the land as gramakantam land- and who needs to consent- do the neighbours have a consent to provide? despite the property was previously constructed and respective registrations on each brother. What legal issues can I face?

As your father died intestate, all the legal heirs of your father have equal rights. Your father had a Grampanchayat document in 1987, which was invalid. For the remaining, I also share Sri T. Kalaiselvan Sir's opinion.

Any new construction or extension of the existing structure requires approval/permission from the Municipality/Corporation/Panchayat.
