ALLOCATION OF WATER CHARGES IN A CHS IN MUMBAI

In AGM concluded in mid Sept 2018 the office bearers of our CHS (all 01 BHK Flat Owners) have tried imposing water charges to be allocated among CHS members as per area of the flat. There are very few 2 BHK flats wherein the occupants per flat are 1 to 3 only. Majorly the CHS has 01 BHK flat s wherein the occupants per flat are 4 to 8 persons. Please advise as being a 2BHK flat owner and 03 occupants only feeling minority and oppressed by the majority. Please advise and assist to have this resolved in the right CHS spirit.

Would you like to clarify the following points:

1) What is the number of 2 bhk flats and 1 bhk in your society?

2) What is the amount of your water bill each month and what of the residents of 1 bhk flats?

Thank you for a your kind interest and revert. In our CHS we have 8 units of 2 BHK, 1 unit of 1.5 BHK, 1 unit of 1 RK and 24 units of 1 BHK Apmts. Water charges are exorbitant around INR45000/- as the bldg construction is incomplete and OC is not received. Initially the builder / developer had agreed to pay 50% of the water charges till he completes bldg construction and obtains the OC. Last 03 years the builder has backed off and not paid anything towards his agreed share for the water bill. Upto yesterday the water bill was being paid from the CHS kitty and considered to be equal. The MC is not going after the builder to recover the agreed water charges but have come up with the dea of oppressing the minority. Please advise/assist.

Water charges should be levied on the basis of number and size of water in-lets provided in each flat.
