Apex body of housing society

Dear Sir, How many societies are needed to form an Apex body.
We have two housing societies and 3 row houses so can we form an apex body for maintenance of common amenities.
Please can you share law section that gives details about apex body formation rules and responsibilities.

5 societies can form apex. You need resolution of 5 society's to agree to join apex. Select name for apex. Contact a consultant to do the legal work. The cost should not be more than 7000 per society. Collect dues per flat common to all flats.
E.g. 250x12= for society A
250x 16= for society B
Depending on number of flats. Since all apex does is look after common facilities. Internal society expect societies to collect on their own.
