Applying pattadar passbooks

Sir,
My mother executed a registered will in my favor . I have two brothers and one sister. Recently I approached concerned Thahasildar with registered will, Death certificate, recent encumbarance certificate and original documents and pattadar passbooks to enter the property in my passbooks.
The Thahasildar told me to bring my two brothers and one sister to the office with me to take affidavit from them.
My doubt: is it correct procedure or the Thahasildar creating litigation with my brothers and sister.

Tehsildar is right in his approach. The will requires confirmation and thus NOC of all other legal heirs is required or you go to civil court and get the will probated.

Respected sir, It is self acquired property of my mother. the thahasildar is expecting some bribe. Then how can i get passbooks?
There is some deviation in adangal. Prior to this I took adangal from Village revenue officer in 2007. Then it is coinside with my land documents purchased in 1965, and pattadar passbooks. But at present it was changed from 1.5Acres to 1.30Acres without our notice. There is no transactions on this land from 1965. My mother executed a registered will in my favour in 2002 and she died in 2011 january. I approached the thahasildar in January 2013. From 2002 I am enjoying the above said land. The above will was made in presence and with the concent of my two brothers and sisters.
