My friend is a VLW (Village Level Worker). He had resigned from the job a month ago. But he is still working. Can't we just stop working after giving resignation? What is the law? Please help! I also want to resign.

No employee can absent from his duty unless the resignation is formally accepted by the competent authority. Employer's office cannot be considered as Sarai or dharamshala to enter or leave any moment at his sweet will when desired by the employee.
Your friend should remind the office to accept your resignation, if forgotten by the caresless dealing assistant in the HR or adminstration.

In government Departments there is system and prescribed authority for accepting the resignation. Contact with the dealing person and he would inform in writing the date from which resign is effective. You can absent from the date, however, don't forget to handover charge if you have any and receive the charge handover report.
