Autonomous under govt

Are central government organization Under any ministry fully funded /financially supported /aided, which is not in the list of autonomous body, can they claim as autonomous body under govt.

Please discuss the real problem for appropriate answer. Otherwise, if not a full fledged independent Government department the organisation, if funded more than 50%, is always an autonomous body.

An educational institution formed by ministry of defence in1993 with grant in aid policy however the staffs are not considered as govt employees though the pay scale is same as govt. It is governed by a society registration in state act 1960 under the chairmanship of director DRDO ministry of defence .Now this institution is neither consider as an autonomous body nor under central govt by state government of ODISHA .PL GIVE YOUR VIEW. in which category it belongs to.

There is a lot of difference between the terms "fully funded", "aided by grants in aid". Any institution, if aided by grant in aid, cannot be treated as fully funded. That is just to That just to boost up the funds in addition to its own earnings to meet with the burden of expenditure to run the institute.
You have the need to go through the initial documents pertaining to its set up to understand, what is what of the institute. Nothing specific can be construed out of your question of casual nature and the background history of the institution.
Any staff working in any organization, other than in any full fledged department of the Government, is not treated as a Government employee.
