If a witness is arrested by the police for not appearing in the Court, does he become an accused? What provisions of CRPC apply for his bail?

No. he will not be accused however normally bailable warrant is issued for the non appearance of the witness and witness can be released on submitted appropriate amount and surity and can be discharged by the court after recording the statement of the witness. he will never be accused...
