Your DOB is 10-04-1989. But the CMO, Jind has given a Birth Certificate mentioning the DOB is 21-05-1989. On what proof you have submitted to CMO, Jind. If they have committed a mistake, it could be rectified. So plz. confirm from your end, which date is correct.

The birth certificate is issued by Registrar of Birth and death. Contact that office and if the DOB is not registered get orders from competent authority to register the DOB by paying late fee and get the certificate.

File a civil suit for declaration in Jind Civil Court as earliest as possible. Courts are decreeing such cases in Haryana these days in a very short period.
