Breaking an agreement

(Querist) 19 February 2017 This query is : Resolved 
I have given my house construction work to a contractor.
In the stamp paper it is mentioned that he has to finish all mentioned work in the limited time. 16th February 2017 was the last date. I have remind him many time about the time bound in agreement, but he take it lightly.
Only boundary wall, main gate is left and he started skipping my work . I guess at the ongoing speed he will finish till 15 march.

My question is can I deduct some amount as a fine from the last amount which I have to pay him at the end of work?

* Nothing is mentioned in agreement about fine/punishment for not finishing work in given time limit.

Stop the balance payment and send him a legal notice mentioning the amount of fine.

REMIND HIM IN WRITING.

Send legal notice.

Proceed as per terms of agreement if signed by both parties.
