backdated revenue on land

i am from surat stating in a 4 storeyed building having 8 flats in all. we have so far not formed any co-op. society as such. we have been staying here from the last 6 years. we have received a notice from the city talati's office that according to the revised rate, we have to pay an amt. of Rs.12495 (land mehsul revised rate) and Rs.3305 (education charge). this is for the last 18 yrs. and the notice is in the name of the original landowner. my question is who is responsible or the payment--whether it is the builder from whom we purchased the flat or dowe have to pay it?

Arbitrary deduction by the Credit Card issuing Bank

Dear Experts,

I am holding ICICI bank credit card and against my purchase I had made a payment by Internet. This payment did not reflect in my next statement as the intermediary (processing house bungled up with credit card no.).

Due to this i was charged exhorbitant penalty without any fault of mine. I argued with the ICICI bank and asked for reversal. ICICI bank did not help me in any form.

Hence I stopped usig the card and accordingly I mailed them the status.

Their was no reply but a statement charging me penalty for every month of non-payment of old dues (which was not).

Finally since i was holding a savings account with them, they deducted the amount arbitrarily without even prior informing me. I got a letter from them after 5 days of the deduction.

What action can i take against these arbitrary decision?

Where can I approach? i have copy of all the correspondence I have done with them and their reply on it.

Please Help

CENTRAL CIVIL SERVICE (Pension) Rules, 1972

What is the legal implication of Rule 9 (6)(b) in the case of retired pensioner?

Case in Brief:

A govt. servant had no judicial proceeding pending on the date of retirement. But, there was only F.I.R. pending on the date of retirement and that too filed just 48 hours before retirement i.e. on 28-09-2004 for the alleged offence reportedly took place between 31-03-2001 12-04-2001.

All his retiral benefits withheld till date.

In such circumstances, what is the legal implication of the above shown rule?
Whether the high court has got power to supercede the rule to give his own reasoning and judgment. Is it not the violation of the constitution for having the rules framed under article 309 of the constitution?
Whether one high court can supercede the judgment of another high court in the same and similar situation and also to supreme court judgment.

Please,explain one by one indetail
