Can you pls guide me from where I can refer apartment by-laws or download them. It will good if you can help me online repository or send a scan copy to my email id. I am willing to pay fees for the same

The apartment bylaws varies from one state to another across the country.
If your apartment has a registered association then you can get the bylaws from the secretary itself.
If no association is formed yet you can take the assistance of a local advocate not only for this but for other related aspects too.

If it is Apartment-Flat Owners' Association you can find it in Registrar's Office or you can search in registration department web site.

Apartment Ownership Act is a State subject which differ from a State to another, it is better to consult a local prudent lawyer.

Each apartment has own registered by laws. You may approach the office bearers for copy and if they are non cooperative (most likely they are) then approach Registrar Office and apply for certified copy.
