Building bye laws and master plan

I shall be highly oblige if complete in information in respect of my following querries sorted out:
1)IN Delhi constructon of how many floors is allowed? please,also mention the relevent circular\citation if any.
2)wheather in delhi sub-divisions of plot is allowed? Though,there are number of plots are sub-divided to different co-owners.
3)If Someone buy a floor then what are his rights against other co-owners in same buildig? Norms about splitting floor area ratio among floors ie upto what percentage is allowed for ground floor, first floor, second and third floor.
4)NORMS of erecting, re-erecting and alterations of old constructed houses in delhi by builders.
5) What are the latest guidelines on the building bye laws and related circulars etc.
