Buying agricultural plot

Dear all,

Need your expert advice.

I have planned to buy property. Below are the details.
*It's a agriculture plot where in plotting has been done by an agent.
*Location - Shirgaon,Pune, Maharashtra
*Agent mentioned that one 7/12 will be issued for total 11 gunthas. In that 7/12 all people who are buying properties there name will be there. Agent said that we can also sell that property later.
*But we also heard that as per new rule we need to buy minimum 40 gunthas of agriculture plot or else the 7/12 will not be issued & even if 10 people are buying that land for each 40 guntha only one person's name will bementioned in 7/12.

Please help me with the new GR rule for buying agriculture plot.
