By laws of federal hsg society for apex society of flats

This query is : Resolved
Can we get copy of Model by laws for Apex as mentioned above on email?. Whether Apex body can add directors or change some by laws suitable for the society by resolution? As there are too many functions for maintenance of apex for 6 towers & 1000+ flats & only 6 directors who have to maintain common facilities & 9 amenities & sports mini grounds.

As per section 2(13), of Maharashtra Co-operative Societies Act, 1960 ”Federal society”, means a society-
(a) not less than five members of which are themselves societies, and
(b) in which the voting rights are so regulated that the members who are societies have not less than four-fifths of the total number of votes in the general meeting of such society.
As per section 2(16),”Housing society” means a society, the object of which is to provide its members with open plots for housing, dwelling houses or flats; or if open plots, the dwelling houses or flats are already acquired, to provide its members common amenities and services.

Directors are elected by members of society or selected by PMC to represent their society in federal(Apex) society.
Whether directors of Federal Soc are supposed to manage Common area maintenance like WTP, Sewage treatment plant, security, housekeeping,clubhouse, gardens, fire fighting dept, community hall, sports grounds like cricket, football, vollyball etc surrounding all Six towers? societies
