in case customer & consignee are different can cst @ 2% can be charged?

The cst is charged only on the material in invoice . The customer or consignee is your head ache Normally the invoice should be raised on the customer.

in case iam ( registered dealer) purchasing instrument from bangalore and wants the goods to be delivered at some other location in the same state ( but different co. name), would it be possible to have the transaction against 'C' form ?

YEs it is passibile but it is called E1 transaction.
