Sir, can i file w.p in High court against act made by Telangana government to regularize the services of contract employees as they have appointed without rule of reservation, proper notification and backdoor appointments and violated Article 14 & 16 of constitution of india

You can file a Writ Petition as per your wish, but it would not be stand before law on a plea, now what you are taking.

One can always file writ petition agaisnt the state or instrumentality of state.
Now without knowing the case details I can not comment on the merit of the case.

Not justified, unless your own seniority is distturbed by violating rules of reservation in fixation of their inter-se position in the seniority list of the employees. Recruitment and regularization service of existing contract employees are two different issues.
