Hi all,

Can a Foreign national or Non-Resident Indian set-up his/her own business in India?

Is there any restrictions by Indian Laws/Rules?

Off course YES.
There are certain restrictions and regulations.
Look for FEMA with respect to foreign exchange guidelines; Industrial policy for limits of FDI limit etc.
