Following is the Extract from www.icwai.org>members>Code of Conduct>(Ctrl+F Advocate): Members of the Institute in practice who are otherwise eligible may practice as advocates subject to the permission of the Bar Council but in such case, they should not use designation 'Cost Accountant' in respect of the matters involving the practice as an advocate. In respect of other matters they should use the designation 'Cost Accountant' but they should not use the designation 'Cost Accountant' and 'advocate' simultaneously.
So does that mean - any State Bar Council in India accepts to enroll practicing Cost Accountant as Advocate..??

No Bar Council of India does not permit dual practise as an advocate and other profession. You will have to surrender your Certificate of Practise with ICWAI in order to enroll as an advocate however, you can continue as a non practising member of ICWAI.
