Can tenants association be registered?

Dear Sir / Madam,
My query is as follows:
The owner of Chawls, who used to ran stock broking business also, was booked under fraud and his properties were deposited with the Maharashtra Govt under MPID Act.
Now, tenants of one of these chawls wants to form a Tenants Association to protet their interest. Due to the acts of the owner,regitration of chawl as a co-operative society got delayed and now its under court.
I wish to know:
1) what is the remedy for tenants of such chawl to get it registered as Co-operative Society? is it possible?
2) If (1) is not possible, then whether such Tenant's Association can be registered? If yes, under what ACT?
Seek your opinion.

YES IT CAN BE REGISTERED- EVEN WITHOUT OWNER CO-OPERATION.

Why do you consider this as Academic or Hypothecial query.
Its reality. And I dont know under which section / Act and where this tenant's association be registered?

Yes, it can be registered, you have to get in touch with a lawyer in your area.
