First land owner received land as apart of vargh6b.
Later another owner purchased land with collector permission and dues were paid.
Can we purchase such land?

Apparently some permission on such Inaam/Award land has been granted as per your post.
Still it shall be certainly better to obtain T&C that were associated with such land and show these to your own very able local senior counsel of unshakable repute and integrity specializing in revenue/property/civil matters

'Buyer Beware' applies to property deals.
It shall be appropriate to get proper legal opinion from a very able local senior counsel of unshakable repute and integrity specializing in revenue/property/civil matters before signing or making payment.
This may cost some FEE but can defend long term interest and hard earned monies.

I got the grip of the matter and I suppose you are from Maharashtra from word vargah but it is not practical to pass comments sitting far away Dist without checking land records, or give an opinion that this land you can purchase or not. Because if I say anything and their you do any transaction and financial disaster take place whose chances are very high (Since no examination of detail record ) then you will blame us.
Better approach Local Adv. , Collector office and from Adv. on his letter head take Title certificate that you can purchase the land and all is clear.
Even after completion of all formalities of Govt as special category land he can give title certificate that now you have all required permission to purchase that land or transfer that land on your name .

That title certificate you can put behind deed which you will sign and pay proper stamp duty and registration fee and get it registered and then make relevant entry on land records.
Without Title certificate of experienced land & Property, Adv Land should never be purchased. Many time he requires to examine all minute details of records, just 7/12 extract is not only record . there are many registers, files order its interpretation.
In all land record office, there is also one file allotted to your survey no. /city survey no. etc where you will find all old papers related to that land which ever is submitted.
Generally, such files are not destroyed and kept like that only, and I have seen in such files 130 -140 years old paper too.
So it is worth paying to Adv. who can study all and give an opinion.
Most imp. thing if Adv. says I reject it and say the title is not clear legally then also you need to fix fees first only that you will pay him properly.
