Ccs conduct rules

Dear Sir,
Our administration has informed us that using official email to address personal grievances and unsubstancial allegations is against CCS conduct rule.
Recently I was bullied & harassed by a staff regarding some official matter and it only sorted out after some exchange of emails and complaints via email. Now an OM is resend from administrator.
Please advise.

prima-facie sending e-mail from official account is just like sending personal grievance on official letter head.

Vague query without complete facts of the case.
Consult a local lawyer practicing service matters.
You can not use official email for private correspondence/ communication. However, use of email for redressal of your (official) grievance it is not against CCS Rules.
