ceiling land regularisation

I've purchased 2235 sqft land in (dtcp approved no 352/1993 & 691/88) Coimbatore for residential purpose on 25/05/2000 and the same had been registered successfully in sub registers office and i completed residence construction by February 2002 from that date I'm living in that residents and paying all taxes to the government as per law.
In the meanwhile some unfortunate incidents i tried to sell my resident at the time of selling my property i came to know that my asset was covered under land ceiling act 1978 and it could not be sold
Further i approached the concern officers to regularize my land under Tamilnadu government order no649 but the officers denied to do so and they replied me that they have received no response for my plea from the government.
Kindly inform me what can i do to regularize my land can i move to court
