I am a Sr. Accountant, my senior who is also a Sr. Accountant is holding the post of AAO on officiating basis which is reverted to his substantive post i.e. Sr.Accountant after 179 days spell and with a break again he may appointed as AAO on officiating basis for the next spell of 179 days. Can he write my APAR(Annual Appraisal Report) being same cadre. Can you give me advice with any existing rule provisions. Thank you

So long as he is your boss, whether on officiating basis or adhoc basis, he can write your APAR.

We need not quote any rule. In case you do not agree, then you have to give a Rule according to which he cannot write your APAR.

as long as he is getting salary for the post of AAO he has to discharge all duties including writing /reviewing of APAR of those who are reporting to him for 90 days or more in APAR year.

even while holding the same post if he happens to be the incharge still he can write the APAR.

Please intimate whether regular promotion to the post of AAO is selection basis.

Sri Sudhirji, regular promotion to the post of AAO is selection basis only on qualifying the SAS (subordinate accounts service)examination for which every employee of the department is eligible after completion of three years. both, he and me have completed 5 years of service and both are eligible. the said AAO post on officiating capacity is time gap arrangement which is reverted every 179 days and the AAO had to attend the duties of AAO in addition to the duties of Sr. Accountant.

yes, for examination both are in consideration zone. As of now, both are not qualified in SAS examination
