Challan Head Against notice u/s 54(1)(22)

Sir,
We did not submit Form I with Form 24(quarter-1,2).
The notice is come u/s 54(1)(22).
In the challan of VAT (UPVAT-I)in which head of account we paid the amount->
1.Central Sales Tax against demand
2.Central Sales Tax Penalty
3.Other Receipts
