A person wants to change his name and also wants to change name in educational certificates. If it possible if yes than what procedure or legal proceeding should be adopted?

After publishing your name in govt gazzate you can change your name.it not required by law change your name on certificate after publishing.

you cannot change the name in the certificates already issued.

keep a copy of the name change gazette along with the certificate to proove that both are same.
