Change of name and surname

Respected Sir

My client wants to change his surname on his birth certificate, marriage certificate which is registered in Sub Registrar for the purpose of issuing Portuguese Passport. Which Act will be applicable? Please advice

There is no law pertaining to a person's name or surname. It is a matter of personal choice. Change of name or surname too is a matter of choice. It is only that it should be published in accordance with the due procedure.
