Is it a partnership firm or a proprietorship?
If not proprietorship then the business is needed to be transferred in the name of new proprietor.

Is it a registered proprietorship firm? If so, get it transferred under the provisions of Shops & Establishment Act or the Act under which the firm was registered.
Notify the transfer of owner, through wide publication, especially to Railways where you are maintaining good connections, credentials and goodwill.

Then you have to do so through a deed of gift which need not be registered unless any immovable property is also going to be passed to the new owner.

If the transfer is to be made for consideration, proper agreement can be executed.
or New firm at Mau district be registered and assets of old firm be transferred / gifted to new firm. Licenses should be transferred accordingly.
