Changing job from one psu to another psu

Sir i am working in central railway as khalasi now i have cleared the SSC tier one exam but i havent applied for the NOC from railway to attend the exam, now i have applied for the NOC, but i really want to leave this job so what should i do if they dont issue me the NOC or they dont allow me to join the another PSU if i cleared the TIER II exam thanks

By not applying through proper channel, you have violated the service code.No Govt./semi Govt. Organisation can hold any interview of a candidate already working in another Govt./semi Govt. organisation ,unless applied through proper channel.Therefore, if any other candidate subsequently challege your selection on that plea.Moreover , your new employer may advice you to submit release order from your previous employer before joining.Further, in case of application through proper channel from one PSU to another ,an employee is eligible to transfer his retirement benefits like Gratuity,E.L.etc.

Better resign from existing post on clearance of tier II exam and joing the post as offered.

Such trnasfer of benefits is there in Govt to Govt shifting. it is PSU to PSU. PF will certainly shift other benefits depend upon the terms offered by both.
In any case one cannot hold two public posts at the same time.
If he simply walks away and join new PSU and older PSU will treat him absonding and after folowing the procedure of ex-parte inqiry (if he does not respond to chargesheet or inquiry notice) or regular inquiry, may dismiss him from service and having a status of dismissed from PSU he cannot be on the rolls of another PSU.

I have gone through the advices of Mr. Dhingra and Mr. S.Kumar and my my further observations are given below:
It will be a very risky decision for the person, if the new employer directs him to show the release order before joining and by that time ,he has left his earlier Organisation.Govt. Organisation will definitely demand it before allowing him to join.Transfer benefits are available not only to pure govt. employees but also to PSU employees,provided they apply through proper channel.During my carrer, I once had joined from one PSU to another and got those benefits.This is as per the DPE Guidelines.
