Charge sheet for applying the post on deputation.

I am Central Govt. Employee working in Karnataka. In same organization, training centre of UP Circle called for the post of instructor on deputation basis for which they have addressed to some Circles but not mine moreover Training Centre of UP hosted this notification on indiapost.gov.in website. I got the information from website and applied for the post of instructor on deputation basis in UP through proper channel but my administration has neither sent my application to Training Centre UP nor allowed me to give the interview. Now after one year my Region initiated action against me under CCS 1964 stating that you had caused inconvenience to the department as UP Circle had not addressed this notification to Karnataka Circle. I got mentally harassment and dishonored in the department.
Please guide on this matter. What the action can I take against the administration?

already stated the fact and administration issued Rule 16.
Can I lodge defamation & Mentally harassment case against the disciplinary officer and file the case in CAT for quashing of Rule 16.

No case of defamation lies against the DC though you can challenge the proceeding before CAT if there is such merit.

1. Clearly there is no defamation or mental harassment case lies, in the given fact situation.
2. By approaching CAT you will not succeed in getting the charge-sheet quashed.
3. Therefore you have to give reply to the show cause notice. You have to take the help of some experienced persons in this line to draft the suitable reply. In the reply, you have to state how you came to know about the deputation chance, and how you submitted your application to your department for consideration and onward transmission.
You must also state that there are no rules/circulars/guidelines that only when the Circle calls for any application one has to apply. If one finds an opportunity on his own, and submits the application through proper channel, there is no violation of any of the conduct rules whatsoever and by no stretch of imagination such a violation can be attributed.
The application for deputation was submitted to the administration for consideration and onward transmission bonafide and without any intention to violate any conduct rules.
