Charges for converting Agricultural land to NA & NOC land

Respected Sir,

My friend who is owning agricultural land in gujarat wants to convert the land into NA land for commercial purpose as that land is no more productive. What will be the legal charges. Approximate area is 1 bhiga. Or should he convert first as for Residential use and then later convert it into commercial use.
