I want to charge my tenant for supply of electricty based on sub meter installed. Charging will be in no profit basis i.e on actual as per Bill recd to me by utility. Say for 100 units I receive Bill for 500 I will charge tenant Rs. 100 on 20 units as per su meter. Will it be legally ok.

Contact local Electric retail company which supply electricity to you They can tell you proper ans.
Private meter don't work properly and there is lot problem in such transaction, better take separate meter from electric company directly on your own name.
Now a days electric connection you get fast

Electricity charges are not uniform; they are telescopic. Hence it would be advantageous if separate connection is taken

The electricity supply company might have a policy of Sub Metering. If it has you can.If it has you should not overcharge.
According to the State Electricity Act it might be possible that only a licensed authority can sell electricity.
It shall be a private agreement between you and tenant to collect the maintenance charges and/or purchase price of Sub Meter etc.....
Contact your electricity supply company........
If you have many tenants and high stakes engage an able counsel to take care of your interest and legalities.

Better get new meter installed.
Get the term of charging entered and signed in rent agreement till separate meter is installed.
Total bill divided by for total units consumed would give average charge per unit taken by the department in that month. Multiply this by units consumed by the tenant and charge.
