Dear Sir,
In a CHSL if water leakage from the flat above, causes damage to the wall in the flat below, is the owner of the flat above responsible to just arrest the source of leakage or is liable for the repainting of the damaged wall in the flat below also? What role does the managing committee of the society have in the matter? How are the costs borne for the repairs?

MC usually do not play any role in such cases. Better both the owners to come to agreement of basic cost sharing on 50-50 basis

Try to have amicable solution of the problem mutually.

If he does not agree, take help of society, to get his permission for repairs. Either society should get it repaired or you can get it repaired. If you want claim expenses from him / society.
