We are buying cidco flat from seller..but there is issue that they have only possession letter issued by Cidco but allotment letter is missing so there is any issue in future if allotment letter is missing

Was the fact of allotment letter mentioned in teh sale deed? Neverthless check up with the authorities.

The vendor (seller) has to get duplicate copy of allotment letter from concerned company before getting the sale transaction complete, although it is not required by authorities i.e., Sub-Registrar for registration of transfer document.
It would be better to consult a local prudent lawyer with relevant records for appreciaition of facts, guidance and proceeding.

better avoid buying said flat as its documents are not complete.

Have you checked the matter with the CIDCO?

Take the authoritative declaration document of allotment of flat from the CIDCO, and if the sale deed is registered with the averment of allotment details, then you can buy the same.
