suppose a person book a flat in township in 2004 and the company refuses to allot from last 7 years. a company is coming up with initial public issue. what legel remedies he can avail under any law ?

basically an infrastructure company launched a township scheme in 2004 under which mr. x invested say 20 lakh rupees for a flat. the year latter the company closes that project and promises to allot flat at another location near by that city. mr. x is okay with it but latter on company refuses to allot the flat. after lots of toils and correspondence the officials of company is never moved. now the company is coming up with an initial public issue. i want to know that is mr. x can initiate any legel proceeding under any allied law in india?
