What is the meaning of "Chief affidavit of pw1 is filed cost paid"? Is cost paid a fine?

The Court would award Cost to the other party to compensate for the delay and obviously it could be treated as fine.

The chief examination in the form of proof affidvit is called chief examination.
If the opposite failed to cross examine on that particular date then on reopening the case for cross examination the court may impose certain penalty in the name of court fee.
